The Delivery Analysis Team purpose is to support Defra to deliver its highest priority programmes. It has recently been established as an internal consultancy model along the lines of the Delivery Units or the Prime Minister’s Implementation Unit, engaging across Defra to deliver analytical projects that tackle and address the most pressing challenges within our priority programmes. There are four types of work we deliver:

1. provide planning support and challenge to programme teams
2. track performance to provide decision makers the data and analysis they need
3. understand and solve problems associated with the most pressing delivery challenges
4. build capability across the department to ensure data-driven decision-making

Our project work is typically focussed on numbers 1 to 3 but with a focus always on number 4 to support the department’s transformation.

Defra has an ambitious agenda, requiring a radical shift in the way the department establishes and manages its delivery priorities. Your work will span both the final months of delivery in preparation for the end of the EU Transition Period, as well the establishment and delivery of a broad portfolio of delivery transforming the way Government safeguards our natural environment, support our world-leading food and farming industry, and sustain a thriving rural economy going forward. This is highly complex portfolio of work that requires the highest quality advice. The department is also committed to radically enhancing the way data is used to influence key delivery decisions – an ambition this team will plays a central role in achieving.


The data visualisation lead will be expected to support this work by designing and delivering high quality dashboards and ad hoc visualisations in support of the team’s regular delivery reporting to Defra’s Executive Committee, chaired by the Permanent Secretary, and to Defra’s Secretary of State - and on priority projects for programme Senior Responsible Officers around the department. The post holder will manage 2 -3 analysts to deliver this work, and need to work in close collaboration with our data engineering team, and our team of in-house consultants (senior delivery advisers and senior delivery analysts). Success will be particularly dependent on your ability to understand and interpret complex and sometimes ambiguous requests, clarifying them effectively, as well as expertise in a range of data analysis and visualisation packages.

Key responsibilities of the role will be to:

  • Design and deliver of a wide range of analytical products to display the key information required to inform decision making across Defra’s delivery portfolio.
  • Establish standing products that are efficient to maintain and enhance so they remain policy and delivery relevant to the department
  • Build strong working relationships with analytical teams elsewhere in the department in order to develop collaborative approaches to data sourcing, data visualisation.
  • Support the improvement/development of team methodologies, services and development opportunities.
  • Develop and maintain strong working relationships with colleagues and key project stakeholders.


The successful candidate will need to be highly skilled in data analysis and visualisation, with experience designing and delivering dashboards and/or analytical products for senior stakeholders.

The candidate will need to be able to demonstrate through the selection process the following essential criteria:

  • A demonstrable strength in quantitative analysis, with an ability to grasp quickly the key information that internal customers require
  • Experience delivering high-quality, data-driven analytical insights for colleagues and doing so to demanding deadlines
  • Good project management skills – you must be able to bring structure and discipline to the work of your team and be able to balance and prioritise across a range of work.
  • The ability to work with a team of highly analytical individuals, and to collaborate effectively to ensure the best possible outputs.

The selection panel has also identified the following essential technical skills:

  • Technical expertise in using a range of analytical and data visualisation software, including the use of R and R-Shiny.
  • Experience using one or more of the following packages: R Studio; R; Anaconda; Git; Concourse; Docker; PowerBI.

There is a need for rapid appointment driven by the end of Transition Period deadline. There will be a need to join the department/team as soon as possible, preferably within four weeks of receiving an offer and more swiftly if moving within the Civil Service.

This is an ongoing role, which will continue to be needed after the Transition Period deadline. The focus in 2021 and beyond will very largely be on the range of important Defra priorities than are not the EU Transition.
