How should we regulate data and technology markets, if at all? Which machine learning and artificial intelligence techniques do competition and consumer protection regulators need to use and to understand, to promote innovation and to protect our society?

The CMA is a world leading Competition Authority at the forefront of tackling these pressing public policy questions. Our mission is to make markets work well in the interests of consumers. We undertake objective, evidence-based analysis that can have a direct and substantial impact on the economy and economic prosperity.

Due to an exciting phase of growth we are seeking a Director of Data Science to join the recently formed Data Unit and this newly created position provides substantial opportunity to make a difference to the CMA. You can help shape how the CMA and others such as; academics, other regulators domestically and internationally, consumer organisations, the OECD – think about the regulation of data and technology markets. You will also have an affect on the issues the CMA addresses and the outcomes in these cases, protecting consumers and society.

The DaTA unit helps the CMA understand how firms are using data, what their algorithms do, and how algorithms are interacting to form the markets we see. It also helps the CMA engineer complex data and deploy advanced machine learning techniques. For example, we are developing algorithms to search among and prioritise the 100,000s of files, cookies, video and emails that make up the evidence to support each one of our cases.

As Director of Data Science, leading the Innovation and Intelligence team, you will have a prominent, thought-leading role in a pioneering team that have been

widely trailed globally. Your responsibilities will include:

  • Building a toolkit to analyse firms’ algorithms
  • Market intelligence and insight
  • Research and leading on analytical projects using novel datasets to deliver reports and papers with actionable conclusions

You will represent the DaTA unit internally at the CMA and externally, building relationships with senior academics and, especially, key figures in industry to make sure the CMA is plugged in and up-to-date on the latest thinking.

We are looking for the successful candidate to have a Masters degree in a relevant subject such as computer science, statistics, applied mathematics, physics or economics and significant, relevant work experience with a broad range of practical experience of the application of machine learning and algorithmic methods. Alternatively, you might have a PhD and a little less work experience.

You will have experience of providing strong and inspirational management, leadership and development to a team of data scientists in a high pace environment, including strong experience of overseeing coding, in R and Python, and some experience of setting coding standards and creating processes to quality assure coding.

The successful candidate must have an excellent ability to shape analytical projects – including learning new analytical techniques as needed and a proven track record of ensuring high standards and project delivery.

You must also have excellent stakeholder management with the ability and confidence to network and build relationships with leading technologists in industry and other senior decision-makers and excellent communication skills with the ability to write reports and articles, and to deliver presentations to non-technical audiences
