The Prime Minister’s Implementation Unit is looking to recruit a small number of principal analysts to undertake high profile, exciting roles driving the delivery of the PM’s key priorities.

About the PMIU

The Prime Minister’s Implementation Unit (PMIU) is based in the Cabinet Office. We are responsible for ensuring the successful implementation of the Prime Minister’s key priorities, working closely with colleagues across the centre of government (e.g. No 10, HM Treasury) and relevant delivery departments across Whitehall. The Unit does this in four ways:

  • Advising senior members of the Government, including the PM and Chancellor of the Duchy of Lancaster (CDL), on progress against their key priorities and how delivery can be maximised.
  • Providing support to departments across government in their work to deliver priority policies and programmes.
  • Undertaking targeted ‘deep dive’ reviews into crucial delivery challenges, identifying issues and developing solutions. The Unit uses a range of tools and techniques adapted from the private sector to gather and analyse the evidence, pinpoint problems and develop practical, effective solutions.
  • Strengthening implementation capability across the Civil Service.

The Unit covers the full breadth of the Government’s domestic policy agenda with teams organised around thematic areas, such as ‘growth’ or ‘home affairs’.We are also establishing a priority projects team to ensure that we can respond rapidly to emerging or cross cutting issues, which may be particularly appealing for applicants with a variety of policy interests. We will appoint successful candidates to specific policy areas / teams on the basis of candidates’ preferences and skills as well as business needs within the Unit.

Key responsibilities of the role

Successful candidates will lead analysis on specific policy areas and / or departments. Within these areas post holders will be responsible for:

  • Tracking the delivery of a set of government priorities working with an extensive network of departmental officials to monitor and challenge progress on behalf of the PM and the centre of government more widely. You will actively challenge and shape the evidence and data presented by departments to ensure it reflects the latest developments.
  • Identifying opportunities for PMIU analysis to support improved implementation where challenges exist, building relationships with analysts and key officials across government to support implementation of the Prime Minister’s priorities and the wider government programme.
  • Leading analysis for 6-10 week ‘deep dive’ projects and shorter investigations that produce evidence-based recommendations for action. Where key delivery challenges are identified, principal analysts will be responsible for using PMIU approaches to produce high quality reports combining deep insights from quantitative data analysis integrated with robust qualitative evidence gathered through fieldwork. Your analysis will lead to well-evidenced, deliverable recommendations for Ministers and/or senior officials.
  • Providing ongoing assistance to departments on the implementation of key policies and programmes, working with relevant officials to ensure that delivery is underpinned by robust plans and metrics, appropriate governance and a strong evidence base. You will also be responsible for supporting the delivery of recommendations from PMIU projects.
  • Supporting Ministerial Implementation Taskforces and stocktakes. Working with colleagues in the Economic and Domestic Affairs Secretariat, you will provide expert analysis and advice to support meetings between Ministers, such as Implementation Taskforces.

What we are looking for

We are a multidisciplinary team working on a broad range of projects across the breadth of domestic policy, so whatever your analytical profession, you will have the opportunity to apply your analytical skills to interesting policy implementation issues. We are looking for candidates with an inquisitive mindset, able to first identify and shape analytical questions and then to come up with solutions informed by sound analysis and reasoning.

We are looking for candidates who have built and demonstrated the following skills:

  • Excellent problem-solving and analytical skills. Post holders will need to be confident assessing and synthesising a range of evidence at pace and using this to develop effective, workable proposals to improve delivery.
  • The ability to work proactively and set the agenda. We expect our principal analysts to work with a high degree of autonomy and to be comfortable identifying the analysis required, working to build consensus around that analysis, and landing the analysis with key stakeholders.
  • Strong communication skills. Post holders will need to be able to set out analysis and recommendations to Ministers and other senior stakeholders in a clear, concise and persuasive fashion.
  • The ability to build and maintain a range of stakeholder relationships. Post holders will need to be able to establish extensive networks across Whitehall, and to work closely with a wide range of experts and delivery partners outside of government, including frontline practitioners, academics and industry leaders.

Competencies

Candidates will be assessed against a number of competencies set out in the Civil Service Competency Framework.[1] In both the written application and subsequent interviews, candidates should outline how they have effectively demonstrated each competency using specific examples. Please refer to the Framework for a description of what each competency means in practice and some examples of effective and ineffective behaviours at all levels. You should outline the context, specific actions you took, and results for each example.
