Job Summary This is an exciting time for policy work in the energy sector, with rapid change creating new opportunities to shape how data supports fair, effective and future‑focused markets. As Head of

Data Transformation, you will play a pivotal role in helping Markets teams respond to these changes through business‑focused data transformation rather than technical delivery.

Sitting within the Markets Data Management Office, you will lead a portfolio of transformation initiatives that improve data maturity, quality and accessibility across policy, analysis and operational teams. Your focus will be on understanding business needs, prioritising the right initiatives, and ensuring data services are designed, delivered and adopted to support real‑world decision‑making and regulatory outcomes. This role is about translating complex business challenges into practical, achievable data improvements that deliver measurable benefits.

You will provide leadership to a multidisciplinary team, embedding strong portfolio management, governance and change practices, while working closely with senior stakeholders across Markets. With accountability for the data transformation roadmap, benefits realisation and stakeholder engagement, you will help ensure data becomes a strategic enabler of policy and market outcomes.

Job Description Key Outputs and Deliverables

  •  Data transformation roadmap aligned to Markets data strategy, single version of truth for in-flight and planned data initiatives from backlog.
  • Quarterly portfolio performance, providing clear visibility of delivery progress, risks, issues, benefits, resources, constraints and dependencies.
  • Portfolio‑level risk register, ensuring consistent capture, monitoring and escalation of risks and issues across all Markets Data initiatives.
  • Accurate and targeted reports for multiple governance forums, synthesising progress of numerous concurrent initiatives, workstreams, incremental delivery, and other target items.
  • Change Requests with definitions of change scope, with identification and prioritisation of new requirements or change requests as they are raised throughout project delivery.
  • Quality assurance and maintenance of key requirements documents and specifications, ensuring accuracy, traceability and alignment with business outcomes.
  • Benefits Tracker, including baseline, measurement and demonstration of improvements to Markets’ data maturity and data quality, efficiency, time and cost saving.

Person specification

Essential Criteria

  • Experience working with business data users (policy & analysis professionals) on building a portfolio backlog of initiatives covering data maturity, models, governance & automation. (LEAD)
  • Experience delivering change through data transformation initiatives, with a mix of best practise, compliance, pragmatism, problem solving and vision with clear communication and expectation management. (LEAD)
  • Leading, managing and motivating Markets teams, balancing workloads, embedding ways of working, providing guidance and clarity.
  • Delivering initiatives, products and services that are launched, adopted and deliver planned benefits in BAU.

Desirable Criteria

  •  Facilitation of workshops on portfolio planning and prioritisation with business users.
