The Senior Manager, RegTech Delivery, Data Governance & Compliance is a member of the RDI leadership group and is accountable for delivering and evolving the PRA’s RegTech delivery, data governance, and compliance capabilities. The role provides strategic and operational leadership across RegTech delivery and data governance functions, ensuring that technology-enabled regulatory solutions and data services are delivered effectively, governed robustly, and aligned with the Bank’s strategic objectives.
The role holder leads RegTech Delivery, including a team of Delivery Managers, and owns the PRA’s RegTech delivery framework. They are responsible for overseeing agile-based sprint planning, prioritisation, and execution, supported by clear delivery controls, risk management, and reporting. This includes ensuring effective technology service introduction, with appropriate operational readiness, governance, and assurance to enable sustainable live services.
In parallel, the role holder leads the Data Governance & Compliance team, delivering high‑quality data governance, privacy, and information management services that underpin supervisory insight and the wider mission of the Bank. They work collaboratively across ARTIS, RDI, the PRA, and wider Bank functions to ensure data is managed responsibly, used effectively, and governed in line with Bank‑wide policies, controls, and regulatory expectations.
A key element of the role is to deliver while simultaneously evolving and modernising the PRA’s RegTech delivery and data governance capabilities. This includes enabling no‑regret deliverables within budgetary and technology constraints; embedding consistent, repeatable delivery practices across RegTech; driving efficiency and effectiveness improvements arising from the adoption of SharePoint across the PRA; shaping governance for major initiatives such as Supervisory Analytics & Metrics (SAM); and supporting continuous improvement of data governance, compliance, and delivery processes.

Role Responsibilities
- Lead the Governance & Compliance team to deliver high‑quality business‑as‑usual data governance and compliance services that support ARTIS, PRA supervision, and wider Bank objectives.
- Provide senior leadership for the PRA’s RegTech data governance responsibilities, ensuring the effective control, management, and ethical use of data in line with Bank‑wide policies, standards, and regulatory expectations.
- Ensure effective delivery of secretariat and governance functions for PDGG, PDDB, and PRA Data ExCo, including agenda setting, decision tracking, escalation of risks and issues, and the overall effectiveness of governance forums.
- Provide strong and proactive governance leadership for the Supervisory Analytics & Metrics (SAM) programme, shaping delivery plans, highlighting key risks, issues, and dependencies, and ensuring alignment with Bank‑wide data compliance and assurance expectations.
- Collaborate across RDI to embed and mature the RegTech agile delivery framework, maintaining end‑to‑end visibility of the RegSupTech product portfolio, actively managing product “stock and flow”, and contributing to a prioritised, outcomes‑focused delivery backlog.
- Support the evolution of the SAM target operating model, contributing to the design and embedding of a federated Hub‑and‑Spoke development approach across the PRA and the wider Bank.
- Champion the adoption of SharePoint and associated information management practices across the PRA, driving governance, records management, and measurable efficiency and effectiveness benefits, with a view to future wider Bank adoption.
- Shape, manage, and govern a variable delivery and change budget supporting the Division’s RegTech and data agenda, including ownership of resourcing decisions across Hub and Spoke teams, direct cost envelopes, and procurement activity.
- Play an active role in the collective leadership of the Division, including supporting horizontally delivered initiatives, removing delivery blockers, and enabling effective cross‑team and cross‑disciplinary working.
- Bring together colleagues across ARTIS, RDI, and Technology to resolve complex delivery and governance challenges, ensuring alignment with Bank‑wide data policies, delivery controls, and assurance frameworks.
- Promote an inclusive, high‑performing culture aligned with the Bank’s values, supporting diversity, equity and inclusion, multisite working, and inclusive recruitment and progression.
- Contribute to the ongoing evolution of the RDI Target Operating Model, embedding more dynamic, squad‑based, cross‑divisional ways of working.
Role Requirements
Minimum Criteria
- Significant experience in data governance, data management, compliance, information management or similar roles within a regulated or complex organisation.
- Strong team leadership experience, with the ability to build a positive, high performing and inclusive team culture.
- Demonstrated ability to work effectively with diverse senior stakeholders across business, policy and technology functions.
- Proven ability to translate strategic objectives into team level deliverables and measurable outputs.
- Strong risk identification and problem solving skills, with experience providing constructive governance & compliance challenge.
- Experience delivering improvements in data governance processes, compliance controls and/or information management practices.
- A track record of project managing significant change programmes involving multiple collaborators and beneficiaries to an agreed schedule, budget and outcomes – including anticipating and handling dependencies, focusing on end users, and reflecting the priorities of business owners.
- Experience writing business cases for potential projects that require wider support, for example in terms of technology or operational processes.

Desirable Criteria
- Experience in RegTech, data platform modernisation or federated development models.
- Understanding of supervisory processes and how data supports PRA supervisors and analysts.
- Previous involvement in Target Operating Model design and subsequent implementation and organisational transformation.
- Knowledge and experience embedding Microsoft 365 governance & compliance practices, with a focus on enabling all PRA staff to work more efficiently and effectively.
- Experience leading secretariat functions for senior governance committees, including supporting effective decision‑making and assurance
- Background in developing or managing data products within a complex organisation.
- Understanding of data quality, metadata and governance tooling.
- Experience working across policy, technology and operational teams to deliver structured engagement and outcomes
- Experience managing the introduction of new applications or platforms into a live, technology‑service‑managed state, including operational readiness, service transition, and alignment with support, assurance, and control frameworks.
- Familiarity with Bankwide or PRA specific governance frameworks, controls and standards.
