Job Description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!

We will deliver the Government's three overarching objectives for shared services:

  • Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
  • Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
  • Standardised processes and data - support interoperability, making it easier to understand and compare corporate data. 

Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT).

Key Responsibilities

Short Summary: The Data analysts will be essential within the Matrix programme as their skills and expertise will help to unlock actionable insights and drive informed decision making from both departments and the programme. The Data analysts will interact with multiple Stakeholders to help standardise our data to achieve interoperability and convergence, enabling strategic cross government data initiatives. They will assist in all aspect of Data Migration to the new ERP system, ensuring that the departments have their data in a cleansed state suitable for the New ERP solution.

Key Responsibilities Include But Not Limited To
 

 

  • Work with team to scope and design dashboards.
  • Apply tools and techniques for data analysis and data visualisation (including the use of business information tools).
  • Identify, collect and migrate data to and from a range of systems.
  • Manage, clean, abstract and aggregate data alongside a range of analytical studies on that data.
  • Manipulate and link different data sets.
  • Apply structured approaches to identify, investigate, analyse and communicate complex business problems and opportunities, within a defined project.
  • Analyse business goals, objectives, functions and processes, using relevant information and data to support the definition of requirements.
  • Work under limited supervision to co-ordinate and review the prioritisation of requirements.
  • Build and reach consensus with stakeholders.
  • Present clear findings that colleagues can understand and use.
  • Communicate effectively with technical and non-technical stakeholders. Manage differing stakeholder perspectives.
  • Be an advocate for the team externally.
  • Follow organisational data governance, including policies on data access, sharing, dissemination and protection.
  • Participate in or deliver data management across services or products.
  • Identify appropriate ways to collect, collate and prepare data.
  • Present, communicate and disseminate data appropriately and with influence.
  • Apply your knowledge and experience of project management methodologies, including tools and techniques.
  • Manage active and reactive communication.
  • Ensure data for analysis meets data quality standards and is interoperable with other data sets, enabling reuse.
  • Bring data together from different sources
  • Ensure that the most appropriate actions are taken to resolve problems as they occur.

Required

Essential Criteria

  • Experience of carrying out analysis on large datasets, identifying trends and patterns, recognising, and extracting critical factors, and expressing those factors in appropriate formats.
  • Problem Solving and Critical Thinking of data.
  • Working knowledge of using Excel to analyse data and draw conclusions.
  • Evidence of building strong working relationships with stakeholders, both listening to and interpreting their needs to find appropriate data solutions.
  • Written and verbal communication skills to convey and present complex data analysis compellingly to a range of audiences.
  • Gathering an Understanding of requirements.
  • Attention to detail.
  • Ability to work well under pressure, with multiple tasks, prioritising in a fast-changing and ambiguous environment.

Desirable Criteria

  • Applicants will ideally have experience of working in a shared service environment, but this is not essential to the role.
  • ERP implementation and back-office transformation experience is desirable; drawing upon experience of delivering within successful and highly complex cloud ERP implementation and transformation projects.
  • Previous involvement in a project covering Corporate Services, particularly HR, Finance, Procurement or Digital would be useful.
