IT Specialist / Senior IT Specialist - Data Scientist

The Asian Infrastructure Investment Bank (AIIB) is looking for an experienced data specialist who can define, analyze, evaluate and architect the current state of AIIB's data then work with vendors, user departments and other information technology (IT) project managers of application systems to implement a secure and scalable enterprise-level data strategy and infrastructure and analytics solution to meet AIIB's business needs.

The selected candidate will work in a startup, fast-paced, rapidly changing work environment. The specialist will have the opportunity to build technical and planning skills for the specific domain, think creatively, design solutions and interact with business users, act as a trusted technical adviser for business departments and go-to person for the IT team. The specialist will be exposed to cutting-edge cloud technology where the technical, full life cycle of project management and consulting skills are expected to be honed by managing projects serving global users of a multinational institution. The specialist is expected to benefit from the vast knowledge of their teammates.

Responsibilities:

  • Develop and manage the strategy, road map and implementation of enterprise data warehousing, data quality, data modeling and metadata management.
  • Develop a bankwide data governance framework; define enterprise-level data quality practices aligned with the enterprise strategy and business architectures as well as manage data governance, security, quality, integrity and consistency across platforms, products and business lines.
  • Develop a road map of data initiatives that will drive AIIB’s data agenda inclusive of business and strategic initiative prioritization, organizational realignment and technical dependency activity.
  • Develop data management policies and processes required to support the collection, management and sharing of data.
  • Define, implement and maintain data management platforms, information analysis tools and road maps for data services.
  • Provide guidance for IT projects to support the Bank’s data vision and requirements.
  • Review adherence to data architectural principles, standards and tools through architectural reviews and/or testing.
  • Manage IT implementation projects and vendors, including procurement, contracting, project plan and progress, budget and risk, etc.
  • Assist business departments on defining and fine-tuning business processes by leveraging industry best practice from the perspective of data standard and mapping across systems.
  • Work with various teams—such as internal control, IT security and risk management—to maintain a highly secure system through proper configuration and system access monitoring.
  • Ensure that processes comply with IT governance processes and procedures and the Bank’s audit and control requirements.
  • Ensure proper maintenance of documentation regarding business requirements, installation, configuration, testing, upgrade, migration and maintenance procedure.

Requirements:

  • Demonstrated experiences in data governance, data quality, data modeling, data warehouse, metadata management and data analytics including delivery of data strategies, end-to-end implementation of data warehousing, big data and data migration solutions.
  • Demonstrated experience enabling data governance at an enterprise level.
  • Detailed knowledge and understanding of business models of underlying data for financial institutions. Knowledge of multilateral development bank’s business processes and data requirements are preferred. Experience with data platform for Saas-based application systems (i.e., SAP, etc.) would be an advantage.
  • Extensive experience with mainstream product packages on the market for master data management, data warehouse, business intelligence, and reporting.
  • Strong experience with project management, business analysis and vendor management.
  • Minimum 5-8 years of relevant IT experience or equivalent for IT Specialist, minimum 8-10 years of relevant IT experience or equivalent for Senior IT Specialist.
  • Master’s degree equivalent or higher in related fields from a reputable university.
  • Fluency in oral and written English is a must.

Previous experience and qualifications will determine the employee level at which a successful applicant will enter AIIB.
