The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.

The HKMA currently embarks on a multi-year Digitalisation Programme that cuts across multiple functions, including banking and anti-money laundering supervision, financial stability surveillance, research and investment, with the aim of using technologies and data science to help us identify emerging risks and trends in a more forward-looking manner.

Key Responsibilities

  • Build the next generation of the Banking Supervision Department’s data and analytics systems with a focus on:
    • Front-to-back digitalisation of current available data and information
    • Collection of a wider variety of data and information
    • Harness supervisory technology (“Suptech”) to generate more powerful insights
  • Tackle a range of complex software and data challenges, including data management, business intelligence integration and advanced analytics implementation. Focus on delivering data lake solutions that will power the Banking Supervision Department’s data and analytics transformation
  • Explore and exploit data science-driven technologies, including big data platforms, machine learning, network analytics, natural language processing, etc. in forming a holistic strategy that is compatible with the overall goals of the HKMA’s Digitalisation Programme. Be the subject matter expert on the technological front for the Banking Supervision Department of the HKMA
  • Collaborate with bank supervisors, economists, statisticians, technologists in the HKMA or other organisations to derive long-term solutions in achieving more effective and efficient banking supervision processes

Requirements

  • University degree or above in computer science, information systems, data science or related disciplines
  • At least 5 years of relevant experience in IT platform design for financial risk application systems, large data modelling, advanced data management and analytics in financial and risk management
  • Expert command of SQL, fluency in Python and/or R. Strong understanding of data architectures, infrastructures and analytics. Experience in IT vendor management and collaboration with external consultancy firms desirable
  • A self-starter with a view to creating viable solutions and supporting pragmatic delivery of solutions. High adaptability to changing priorities
  • Excellent analytical, writing and communication skills

Conditions of service

  • Successful candidate will be appointed on fixed contract terms.
  • A competitive remuneration package will be offered. There is flexibility to take account of additional experience and qualifications.
  • Candidates with less relevant experience may be considered for an offer of appointment at rank lower than the post applied.
  • Fringe benefits include medical and dental benefits, paid annual leave and contract-end gratuity.
